Laurel Soot, MD, FACS, is a board-certified general surgeon currently serving as the Assistant Vice President of Medical Management for Healthcare Services at Providence Health Plan where she has advanced the Medical Policy program by providing her clinical expertise, aiding the development of policies that support consistent, equitable and evidence-based UM decision making, and chairing the Medical Policy Committee.

She also represents PHP as a member of the Oregon Health Leadership Council Evidence-Based Best Practice Committee, and as a member of the PSJH Oregon Community Ministry Board. She maintains an active medical license, is a Clinical Associate Professor of Surgery at OHSU, and is Courtesy Medical Staff at Providence Portland and Providence St. Vincent Medical Center. Dr. Soot conducted and participated in clinical research projects during residency and while in private practice.

She is a 2015 Fundamentals of Surgery Author, and published in the ACS Clinical Congress, and American Journal of Surgery. She is a Fellow of the American College of Surgeons (ACS) and member of the American Medical Association and the Oregon Medical Association. She has held many leadership positions within ACS, including Chair of the Young Fellows Association, ACS Governor Oregon Chapter, a twelve-year term on the ACS Advisory Council for General Surgery where she served as a member and as the Vice Chair of the Education Committee.

She is currently an active member of the ACS Well-Being Committee, a manuscript reviewer for the Journal of ACS, and has served several times on the ACS Health Policy Applicant Review Committee and on the ACS Committee on Coaching the Next Generation. In her clinical practice, she specialized in breast disease and acute care general surgery. Throughout this time, she held leadership roles at The Oregon Clinic, including the role of Vice President, and on the Board of Directors and Futures Committees. She was the Chair of the Providence Regional Breast Program Leadership Committee from 2011-2016 and Medical Director of the Providence Regional Breast Health Program.

During this time, Dr. Soot has been actively involved with advocacy and health care reform at the state and the national level; advocating for quality of care, evidence-based medicine and safety for the surgical patient. Dr Soot is passionate about social determinants of health, population health management, and alternative payment models. As a lifelong learner, she is currently enrolled at the University of Massachusetts Amherst MBA program with a Business Analytics focus.
